PCHR Weekly Report: One Palestinian killed, 11 wounded by Israeli forces this week

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 22- 28 December 2011, the Palestinian Center for Human Rights (PCHR) found that a Palestinian resistance fighter was killed and 5 others were wounded in two extra-judicial execution attempts by Israeli forces in the Gaza Strip. 6 additional Palestinian civilians, including two children, were wounded by Israeli forces.

Israeli attacks in the Gaza Strip:

The 27th of December marks the third anniversary of the commencement of Operation Cast Lead, Israel’s 27 December 2008 – 18 January 2009 offensive on the Gaza Strip. The PCHR believes that Israeli forces committed serious violations of IHL and IHRL over the course of the offensive. Violations entailing individual criminal responsibility include – but are not limited to – the crimes of willful killing, the extensive destruction of civilian property, the direct targeting of civilians and civilian objects, the use of human shields, and the launching of indiscriminate attacks.

The PCHR calls upon the UN Security Council, acting under Chapter VII of the UN Charter, to refer the situation in Israel and Palestine to the International Criminal Court. The PCHR also reminds States, as High Contracting Parties to the Geneva Convention, of their pressing legal obligation, to search for and prosecute all those suspected of committing war crimes, regardless of their nationality.

During the reporting period, Israeli forces killed a Palestinian resistance fighter and wounded 10 Palestinians, including two children in the Gaza Strip.

On 27 December 2011, Israeli forces extra-judicially executed a Palestinian resistance fighter and wounded another one and 3 civilian bystanders, including a child. An Israeli drone fired a missile at two fighters of a Salafist group who were traveling on a motorcycle opposite to Concorde Gallery near Abu Sharekh Square in the northern Gaza Strip town of Jabalya. As a result, one of the fighters was killed, and the other one was wounded by shrapnel to the chest. Additionally, 3 civilian bystanders, including a child, were wounded. Two houses and 4 shops were also damaged, and a civilian car was completely destroyed.

On the same day, an Israeli aircraft fired a missile at a civilian vehicle, in which 4 Palestinian resistance fighters were traveling, in al-Jalaa’ Street in the north of Gaza City. As a result, the four fighters were wounded, one of them sustained a serious wound. Additionally, a civilian bystander was lightly wounded.

Also on the same day, a Palestinian child was wounded by Israeli gunfire in the central Gaza Strip.

On 23 December 2011, Israeli forces fired 3 artillery shells at agricultural areas to the east of the southern Gaza Strip town of Khan Yunis. No casualties were reported.

Israeli attacks in the West Bank:

During the last week, Israeli forces conducted 32 incursions into Palestinian communities in the West Bank, during which they abducted 28 Palestinians, including 4 children and a university professor.

In addition, Israeli soldiers abducted two Palestinian civilians at various checkpoints in the West Bank.

In an example of this week’s invasions, on Thursday, 22 December, at approximately 02:00, Israeli forces moved into Beit Ummar town, north of Hebron. They raided and searched a house belonging to Wajeeh Hmaid Abu Maria, and abducted his two sons: Ahmed, 18; and Mohammed, 17. At the same time, Israeli forces raided a house belonging to the family of Mohammed Saqer Abu Maria, 20, to abduct him but he was not there. Israeli soldiers attempted to hold his sister as a hostage to force to him to surrender, but the family intervened and prevented them. So, Israeli soldiers confiscated the ID card of his brother, Napoleon, 25.

On the same night, at approximately 02:00, Israeli forces moved into Jenin refugee camp. They raided and searched a number of houses and abducted 8 Palestinian civilians to question them in regard to the death of a Palestinian theatre director who held Israeli citizenship, Juliano Mir Khamis, who was shot dead on 04 April 2011. The detainees were released a few hours later.

These are just two examples of this week’s 32 invasions by Israeli forces into West Bank towns and villages, most of which occurred in the early hours of the morning while people were sleeping.

Israeli settlement activities:

Israeli forces have continued settlement activities in the West Bank and Israeli settlers have continued to attack Palestinian civilians and property.

On 28 December 2011, the Israeli municipality of Jerusalem approved the construction of 130 settlement units in “Gilo” settlement, south of Jerusalem. It also approved the establishment of a large tourist project in Silwan village to the south of the old town of Jerusalem. On Tuesday, 27 December 2011, the Israeli daily Maariv reported about a planned settlement project in Silwan village to the south of the old town of Jerusalem. This project is planned by the Israeli municipality of Jerusalem and “Elad” settlement association. The Israeli newspaper reported that “the large tourist project” is a joint project planned by the settlement association, the municipality of Jerusalem and “Nature and Gardens Authority.” It includes the establishment of archaeological centers, pools and basins. According to the newspaper, the local committee of planning and construction of the municipality of Jerusalem is expected to approve presenting the plan for any possible objections. The project is planned on a 5,400-square-meter area of land. According to “Elad” association, a car park absorbing about 250 cars will be established.

During the reporting period, Israeli forces demolished a house and destroyed 5 wells, 4 water tabks and 4 agricultural rooms in Ethna village, west of Hebron, claiming that they were established without licenses. They also confiscated some agricultural equipment.

Israeli forces also destroyed a well and 9 agricultural pools in Dura village, southwest of Hebron. They also confiscated some agricultural equipment.

Israeli Annexation Wall:

During the reporting period, Israeli forces used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank, and in protest to the establishment of a buffer zone in the Gaza Strip. As a result, a Palestinian civilian was wounded. Additionally, dozens of Palestinian civilians and human rights defenders suffered from tear gas inhalation. Israeli forces also abducted a Palestinian civilian.

Following the Friday Prayer on 23 December 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'ein village, west of Ramallah, in protest to the construction of the annexation wall and support for efforts to achieve national reconciliation between Hamas and Fatah movements. They raised the Palestinian flag and called for ending political division. They then moved towards areas of Palestinian land, which the Israeli High Court ordered to be returned to their Palestinian owners. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, a number of civilians suffered from tear gas inhalation.

Also following the Friday prayer on 23 December 2011, dozens of Palestinian civilians and Israeli and international human rights defenders gathered in the center of al-Nabi Saleh village, northwest of Ramallah, to start the weekly peaceful protest against the construction of the annexation wall and settlement activities. The protesters walked towards the gate erected by Israeli forces near the entrance of the village and leading to Palestinian lands that Israeli settlers from the nearby "Halmish" settlement are trying to seize. Israeli soldiers who had been extensively deployed in the area and near all the entrances of the village since the morning, began to confront the protesters who wanted to walk towards the affected lands. Israeli soldiers fired live and rubber-coated bullets, sound bombs and tear gas canisters at the protesters. As a result, Waleed Yousef al-Barghouthi, 22, was wounded by a bullet to the foot, and dozens of civilians suffered from tear gas inhalation.

Also following the Friday Prayer on 23 December 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne'lin village, west of Ramallah, in protest against the construction of the annexation wall. They clashed with Israeli troops positioned near the annexation wall. Israeli soldiers fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, a number of demonstrators suffered from tear gas inhalation.

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these was a recommendation that the High Contracting Parties to the Fourth Geneva Convention comply with their legal obligations detailed in Article 146 of the Convention to search for and prosecute those responsible for grave breaches, namely war crimes.

In addition, the PCHR called for the immediate implementation of the Advisory Opinion issued by the International Court of Justice, which considers the construction of the Annexation Wall inside the West Bank illegal.

The PCHR recommends that international civil society organizations, including human rights organizations, bar associations and NGOs, participate in the process of exposing those accused of grave breaches of international law and urge their governments to bring the perpetrators to justice.

Two Children Die and Lives of Dozens of Others Endangered; PCHR Strongly Condemns Ministry of Health’s Decision to Decrease Transfers of Patients to Israeli Hospitals without Taking into Consideration Their Serious Health Conditions or Providing an Altern

The Palestinian Centre for Human Rights (PCHR) condemns the decision taken by the Palestinian Ministry of Health to decrease transfers of patients who are in critical or serious health conditions to Israeli hospitals to receive medical treatment or resume previous treatment, under the claim of rationalizing medical transfers from the Gaza Strip.  PCHR expresses utmost concern for the lives of dozens of patients who urgently need medical treatment in advanced health facilities, due to lack of capabilities in hospitals throughout the West Bank, including Jerusalem, and the Gaza Strip, with which the Ministry of Health deals.
 
According to investigations conducted by PCHR, the Ministry of Health in Ramallah issued a decision decreasing transfers of patients to Israeli hospitals starting from 02 November 2011, and the Department of External Treatment in Gaza has been committed to this decision.  The decision is attributed, according to sources of the Ministry, to the high costs of treatment in Israeli hospitals.  These sources pointed out that this decision had been studied and discussed in the Ministry of Health for years, but it was delayed due the need of some patients, especially those suffering from serious or incurable diseases in need of treatment in advanced health facilities, and because Israeli hospitals are closer to the Gaza Strip than Egypt and Jordan.

This decision has led to stopping dozens of transfers of patients who suffer from serious diseases, 90% of them cancer patients, whose treatment is not available in the Gaza Strip.  It has also endangered the lives of dozens of patients who are in critical conditions and whose transfer to Egyptian hospitals is not possible due to the long distance. Furthermore, not all medical treatment for their diseases is available in hospitals in Jerusalem or the West Bank.  Two children died as they urgently needed advanced medical treatment, but the Ministry of Health transferred them to hospitals that cannot treat their diseases.  Those hospitals apologized for not admitting them, and the Ministry of Health did not transfer them to Israeli Hospitals.  PCHR lawyers immediately intervened with concerned bodies and with the Director General of Medical Insurance in the West Bank in an attempt to save the lives of the two children, but they died before a response was sent to PCHR.

On 04 November 2011, Mohammed Azzam Sahwil, born on 29 September 2002, who was suffering from growth retardation and muscle atrophy, died.  His health condition deteriorated on 01 November 2011, so he was admitted into the intensive care unit of al-Nasser Hospital in Gaza City.  The Ministry of Health was provided with an urgent report to make necessary arrangements for transfer him abroad.  On 25 October 2011, the child obtained Form No. 1 to receive medical treatment abroad.  On 02 November 2011, the child obtained financial coverage for medical treatment in al-Maqassed Hospital in Jerusalem, but the hospital refused to admit him because of its inability to treat him.  The Ministry of Health was informed of this decision, but it did not take necessary action to transfer him to an advanced hospital that can treat his diseases – in this case an Israeli hospital.  As a result, his health condition deteriorated further until he died in the intensive care unit of al-Nasser Hospital in Gaza City.

Less than one month later, the child’s sister died in similar circumstances.  The Ministry of Health did not learn the lesson from what happened to her brother.  On 01 December 2011, Hiba Azzam Sahwil, born on 03 January 2003, who was also suffering from growth retardation and muscle atrophy, died.  On 27 November 2011, she obtained Form No. 1 to receive medical treatment abroad.  On 27 November 2011, she obtained financial coverage for treatment in al-Maqassed Hospital in Jerusalem.  On 28 November 2011, an appointment was arranged for her on 13 December 2011.  However, her health condition deteriorated on 29 November 2011 and she was admitted into the intensive care unit of al-Nasser Hospital.  The Ministry of Health was informed and al-Maqassed Hospital was contacted to schedule an appointment at an earlier date.  However, at approximately 12:30 on 30 November 2011, al-Maqassed Hospital announced it would not admit her because of its inability to treat her.  The Ministry of health was informed about that and was requested to immediately transfer the child to Ekhilov Hospital in Israel, but the Ministry refused to transfer her.  At approximately 11:30 on 01 December 2011, a financial coverage was sent to al-Mizan Hospital in the West Bank, but the child had already died at approximately 11:05.

PCHR is following up the case of a sister of the two dead children, Ayat Azzam Sahwil, born on 31 October 2003, who suffers from the same disease.  On 22 November 2011, she obtained Form No. 1 to received medical treatment abroad. On 27 November 2011, she obtained a financial coverage to receive medical treatment in al-Maqassed Hospital in Jerusalem.  The Ministry of Health was informed of her sister’s death and was urged to save Ayat’s life by transferring her immediately to an Israeli Hospital.  At approximately 13:30 on 01 December 2011, she obtained a financial coverage for treatment in Ekhilov Hospital in Israel, and coordination for her access to the hospital is ongoing.

It is worth noting that PCHR has sent a letter to Mr. Nizar Masalma, Director General of Medical Insurance in the West Bank, demanding him to allow 24 patients, who suffer from serious and chronic diseases, to continue receiving medical treatment in advanced medical facilities.  PCHR is still waiting for a response.

In light of the above:
  1. PCHR calls upon the Ministry of Health to recognize the repercussions of the decision to decrease transfers of patients to Israeli hospitals and its impact on the lives of patients from the Gaza Strip who suffer from serious diseases, and calls for immediate suspension of this decision pending providing adequate alternatives that can provide similar health services to patients from the Gaza Strip;
  2. PCHR warns of the deterioration of health conditions of dozens of patients who suffer from serious diseases and cannot access medical treatment in Israeli hospitals, and warns of a possible increase in the number of deaths among these patients if the decision remains in effect;
  3. PCHR calls for an immediate solution to this problem which threatens the lives of dozens of patients, for whom the Palestinian Basic Law and international and regional human rights instruments ensure enjoying the highest attainable level of health, including access to necessary health services, medicines and adequate treatment to maintain the life and health of every human being.

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 22 – 28 Sep. 2011, a Palestinian civilian was killed and another 7 ones, including a child, were wounded by Israeli forces in Qasra village, southeast of Nablus.

A total of 25 Palestinian civilians, including 6 children, and a French human rights defender were wounded this week.
Israeli attacks in the West Bank:
Israeli forces conducted 36 incursions into Palestinian communities in the West Bank, during which they arrested 4 Palestinians, including a member of the Palestinian Legislative Council.
On Friday, 23 September 2011, Israeli forces killed a Palestinian civilian and wounded another 7, including a child, when they moved into Qasra village, southeast of Nablus, to provide protection to a group of Israeli settlers who raided Palestinian lands in the village.
According to investigations conducted by PCHR, at approximately 13:10 following the Friday prayers, Palestinian civilians from Qasra village noticed that a group of Israeli settlers from “Yish Kodish” settlement moved into al-We’ar area (al-Marah 2) in the south of Qasra village. The settlers who were holding Israeli flags gathered on a plot belonging to Dr. Samir Mustafa Ibrahim Hassan who is originally from Qasra village, but currently lives in occupied Jerusalem. Palestinian civilians gathered and walked towards the mentioned area. When Israeli troops who were positioned in a tent that they installed on a hill in (al-Marah 2) area nearly 100-120 meters from the settlers, saw the Palestinians gathering, seven soldiers left the tent and erected a checkpoint. The settlers were gathering just 40 meters behind the soldiers. The Israeli soldiers ordered the Palestinian civilians to go back to the village, but they refused and requested that the settlers leave the Palestinian land. A dispute erupted between the soldiers and the Palestinian civilians.
A few minutes later, more Israeli troops arrived at the scene. An officer stepped down from one of the military vehicles and asked the soldiers to give the Palestinians two minutes to leave the area. He instructed the soldiers to fire tear gas canisters at the Palestinians if they did not obey orders to leave the area. The Palestinian civilians refused to obey the orders. Israeli forces immediately attacked them and fired more than 50 tear gas canisters at them. They fled to the nearest house in the village.
Additional Israeli troops then arrived at the scene and confronted the Palestinians, who threw stones at Israeli forces. The confrontations took place near al-Dowwar and al-Khazan areas in the south of Qasra village. The confrontations lasted for three hours and Israeli forces fired live and rubber-coated metal bullets against the Palestinian civilians. At approximately 16:20, Israeli forces extensively fired tear gas canisters at the Palestinian demonstrators near al-Khazan area and opened fire at one of the demonstrators, directly wounding him. The wounded Palestinian was identified as Isam Kamal Abed Badran, 37. He was hit by a bullet that entered the right side and exited from the left shoulder and was transferred to Rafidya Hospital in Nablus. Badran died despite doctors’ attempts to save his life. Another seven civilians, including a child, were wounded in the confrontations.
Israeli attacks in the Gaza Strip:
In the Gaza Strip, Israeli gunboats opened fire at Palestinian fishing boats in the Gaza Strip. On Thursday September 22nd, at approximately 07:45, Israeli gunboats stationed opposite to Beit Lahia beach in the northern Gaza Strip opened fire at Palestinian fishing boats which were near the shore. At approximately 08:00, Israeli forces boats approached the shore and destroyed fishing nets owned by Palestinian fishermen and pulled some fishing nets into the sea. As the Israeli boats approached the shore, Palestinian fishermen fled the area in fear for their lives leaving their equipment and fishing tools in the sea or at the beach. No casualties were reported. Five fishermen lost their nets in the incident.
It should be noted that Israeli gunboats carried out a similar attack on Tuesday morning, 20 September 2011, when they fired at Palestinian fishermen and at their boats, destroyed some fishing nets and pulled some other nets into the sea. Such attacks result in the loss of fishermen’s living resources and put their lives at risk.
Israel has continuously closed all border crossings to the Gaza Strip for over three years. The illegal Israeli-imposed closure of the Gaza Strip, which has steadily tightened since June 2007, has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.
The statistics which were made available to PCHR by the Border and Crossings Department indicate a continued drop in the number of truckloads of Gaza imports and exports.
Israeli forces have continued to impose total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population in the Gaza Strip.
Israeli settlement activities:
Israeli forces have continued settlement activities in the West Bank and Israeli settlers have continued to attack Palestinian civilians and property.
On 22 September 2011, at least 10 Israeli settlers from “Oufra” settlement, northeast of Ramallah, set fire to olive and fig trees in Wad Zaghoura area in the west of Deir Jarir village. At least 40 dunums of agricultural land, including 100 olive trees and 40 fig trees, were burnt before villagers were able to extinguish fire.
On 24 September 2011, Israeli settlers raised large banners that had racist slogans against Arabs near some checkpoints, intersections and the entrances of Palestinian communities.
On the same day, at least 20 Israeli settlers from “Gilad” settlement, northeast of Qalqilya, moved into Far’ata village, northeast of Qalqilya. They threw stones at houses belonging to al-Tawil family. Israeli forces arrived at the area and evacuated the settlers.
On 25 September 2011, Palestinian farmers in Qasra village, southeast of Nablus, found that Israeli settlers had uprooted 400 trees in Shu’ab al-Kharab area, which is located nearly 1,500 meters away from “Yish Kodish” settlement.
On the same day, Palestinian farmers in Douma village, southeast of Nablus, found that Israeli settlers had uprooted 150 trees in Shu’ab al-Kharab area, which is located nearly 1,500 meters away from “Yish Kodish” settlement.
On the same day, Israeli forces moved into Magharat al-Dab’a village, south of Qalqilya. They handed a notice to Hani Manasra ordering him to stop establishing a greenhouse in the village.
On the same day, Israeli settlers living in settlement communities inside and around Hebron launched a series of attacks against Palestinian civilians. In this context, a Palestinian civilian sustained burns to the eyes, the shoulder and the neck, and bruises throughout the body.
On the same day, during the funeral procession of two Israeli settlers who died in a car accident, which settlers blamed on Palestinian stone-throwing, to the Jewish cemetery near Tal Rumaida neighborhood in the center of Hebron, dozens of settlers attacked Palestinian houses using stones and empty bottles. Windows and doors of two houses were damaged. Israeli forces were present in the area, but did not intervene to stop the attack.
On 27 September 2011, a number of Israeli settlers raised racist banners against Palestinians on Tulkarem-Nablus road and near Ennab checkpoint, east of Tulkarem.
During the reporting period, the Israeli District Planning and Construction Committee approved a plane to construct 1,100 housing units in “Gilo” settlement, south of Jerusalem. The plan included the establishment of a footpath, a school, public buildings and an industrial zone. The units would be established on a 620-dunum area of land, and that those units constitute the first stage of a wider plan, as additional 600 units would be established in the future. It should be noted that the construction of 942 units was approved last August.
On 28 September 2011, Israeli forces handed notices to Palestinian civilians in Battir village, west of Bethlehem, ordering confiscation of 148 dunums of land planted with fruits, olives and vegetables belonging to at least 40 Palestinian families.
Israeli Annexation Wall:
During the reporting period, Israeli forces used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank. As a result, 18 Palestinian civilians, including 6 children, and a French human rights defender were wounded. Additionally, dozens of Palestinian civilians and human rights defenders suffered from tear gas inhalation and others sustained bruises.
Following the Friday Prayer on 23 September 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil’in village, west of Ramallah, in protest to the construction of the annexation wall. They raised the Palestinian flag and chanted slogans calling for ending the occupation and annexation wall and release of all Palestinian prisoners. Moreover, the demonstrators chanted “194 is the State of Palestine” and released balloons and kites having the colors of the Palestinian flag. They raised banners calling the world for the recognition of the State of Palestine and carried the Libyan uprising flags and an American flag on which (veto) was written. They then moved towards areas of Palestinian land, which the Israeli High Court ordered to be returned to their Palestinian owners. When they reached (Abu Lemon) nature preserve, the demonstrators walked along the wall and released the balloons and kites. The demonstrators also used megaphones to call on Israeli settlers living in “Mitityaho Mizrach” settlement to leave it. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, a number of demonstrators suffered from tear gas inhalation.
Also following the Friday Prayer on 23 September 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne’lin village, west of Ramallah, in protest against the construction of the annexation wall. They chanted slogans calling for Palestinian reconciliation, adherence to the Palestinian inalienable rights and resistance of the occupation. Additionally, they chanted “194 is the State of Palestine” and other slogans against the American President and his speech at the United Nations that was defended the Israeli occupation. They clashed with Israeli troops positioned near the annexation wall. Israeli soldiers fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, a number of demonstrators suffered from tear gas inhalation.
Also following the Friday Prayer on 23 September 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Nabi Saleh village, northwest of Ramallah, in protest against land confiscations and settlement activities. They raised the Palestinian flag, chanted slogans against the USA, called for ending the occupation and chanted “194 is the State of Palestine”. When the demonstrators attempted to reach areas of land seized by Israeli settlers near “Halmish” settlement, Israeli soldiers fired rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, Jihad Mohammed Tamimi, 22, was wounded by a bullet to the head, and the French activist, Chris Hoppy, 38, was hit by a tear gas canister to the right leg. They were both transported to Palestine Medical Complex in Ramallah for medical treatment. A number of demonstrators also suffered from tear gas inhalation and other sustained bruises.
Also following the Friday Prayer on 23 September 2011, dozens of Palestinian civilians from Ramallah and al-Bireh and human rights defenders organized a peaceful demonstration at the entrance of Qalandya refugee camp, north of Jerusalem, in support to the Palestinian leadership’s demand of recognition for the Palestinian statehood by the United Nations. They moved towards Qalandya checkpoint. They set fire to tires and threw stones and empty bottles at Israeli soldiers. Immediately, Israeli soldiers fired at the demonstrators. As a result, 17 Palestinians, including six children, were wounded and transported to Palestine Medical Complex in Ramallah. Additionally, dozens of demonstrators suffered from tear gas inhalation. At approximately 13:30, following the Friday Prayer on 23 September 2011, dozens of Palestinian civilians and human rights defenders organized a peaceful demonstration in the center of Kufor Qaddoum village, northeast of Qalqilya. They moved towards the eastern entrance of the village, in protest against the permanent closure of the entrance since the beginning of al-Aqsa Intifada. Israeli soldiers fired sound bombs and tear gas canisters at demonstrators. As a result, a number of demonstrators suffered from tear gas inhalation.
Recommendations to the international community:
Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a recommendation that human rights organizations, bar associations, unions and NGOs continue their role in pressuring their governments to secure Israel’s respect for human rights in the Occupied Palestinian Territories and to demand Israel end its attacks on Palestinian civilians.
The PCHR also called upon the international community to pressure Israel to lift the severe restrictions imposed by the Israeli government and its occupation forces on access for international organizations to the Occupied Palestinian Territories.
