Israeli Authorities Tell Palestinian his House will be Demolished

JENIN, January 26, 2012 (WAFA) – The Israeli military authorities Thursday informed a Palestinian from Ya’bad, a village southwest of the northern West Bank city of Jenin, that the house he was building will be demolished, according to the house owner.

Othman Abu Obaid told WAFA that the planning department of the Israeli military authorities handed him a notice to stop the construction work on his 130 square meter house, which is adjacent to Mabo Dotan, a Jewish settlement built on Ya’bad land, under the pretext the house was located in area C, which is under full Israeli control.

They also handed him a notice to demolish a 60-cubic-meter water tank, which was built with a Norwegian fund.

IOA delivers demolition notices to seven families in Al-Khalil

AL-KHALIL, (PIC)– The Israeli occupation authority (IOA) served demolition notices to owners of seven families in Khirbat Um Al-Kheir to the east of Yatta town in al-Khalil province.

Ratib Al-Jibour, the coordinator of popular anti wall and settlement committees in the area, said that employees with the civil administration accompanied by Israeli occupation forces delivered the notices on Sunday.

He said that 60 citizens live in those seven houses near Karma’il settlement, which was established on the village’s land.

Jibour recalled that the IOF soldiers razed three houses in the same village a month ago, charging that the IOA was trying to terrorize inhabitants of the village to leave their hometown.

JERUSALEM (Ma’an) -- Israeli forces and municipality officials raided a number of Palestinian homes in East Jerusalem to deliver warrants for their demolition, locals said on Wednesday.

Soldiers escorted the officials to order the destruction of homes in Salaa, Wadi Yasul and Ein Al-Louza districts of Silwan, local committee for defense of Silwan land Abdul-Kareem Abu Sneina said.

"To face Israel's attempt to put new facts on the ground, a new house should be built whenever a house is demolished," Abu Sneina said.

Israel is working to establish new settlements and outposts in different Jerusalem neighborhoods, he noted, adding that Palestinian inhabitants must maintain their presence in the city.

Spokesman for the UN agency for Palestinian refugees Chris Gunness told Ma'an the demolitions were illegal under international law.

"So many of these demolitions relate to the illegal annexation of Jerusalem, settlement expansion and forcible population transfers which are grave breaches of the fourth Geneva convention.

"The UN is monitoring each demolition. And as well as bringing assistance to those affected, we will continue to press for full accountability against those individuals responsible for breaking the law," Gunness said.

In a report released in early December, UNRWA found that 990 people -- including 507 children -- had lost their homes in 2011, more than double the number displaced in 2010.

Israeli authorities demolished 515 Palestinian structures in the West Bank this year, of which 22 were in East Jerusalem, UNRWA said.

Israel annexed the city's eastern sector -- which Palestinians insist is the capital of their future state -- after a 1967 war, in a move never recognized internationally.

Israel Bulldozes Industrial Structures In Silwan

Israeli bulldozers destroyed on Tuesday industrial stalls in Ath-Thoury neighborhood, in Silwan, south of the Al Aqsa Mosque, in occupied East Jerusalem, as part of the destruction that is ongoing to a playground that belongs to the Ibrahimi College, a few meters away from the Jerusalem Wall.

Israel is trying to remove the Palestinian structures from the area in order to build a National Security College, a project that the Jerusalem Municipality is trying to build on Palestinian-owned lands, including land that belong to the Ibrahimi College.

Eyewitnesses reported that dozens of soldiers, and a number of military bulldozers, surrounded the neighborhood, especially the industrial stalls that belong to resident Montaser Sarhan, before demolishing.

The Jerusalem Municipality recently declared its intentions to confiscate the Palestinian lands in order to build a “parking structure “.

Jerusalem is subject to ongoing Israeli violations, including demolition of Palestinian homes and property, illegal annexation of Palestinians lands, and ongoing arrests and harassment of the Palestinians in the area.

Israeli Bulldozers Demolish House in Jerusalem, Efrat Settlement to Expand near Bethlehem

On Monday, Israeli bulldozers started demolishing a house belonging to a Palestinian citizen in Beit Hanina, north of Jerusalem, under the pretext that it had been built without an Israeli-issued permit.  

A home in the village of Beit Hanina, near Jerusalem, lies destroyed on Tuesday, December 6 (Lo Yuk Fai, PNN).

Eyewitnesses said that Israeli soldiers and police surrounded the area, imposed a tight cordon around the house, and demolished the house along with everything inside it, without allowing the family to take out any belongings.

Also on Monday, the Israeli newspaper Ha’aretz reported that Israeli authorities had approved 40 new settlement units in the illegal southern West Bank settlement bloc of Etzion, specifically in the settlement of Efrat. 

According to the newspaper, approval was granted for a new neighborhood and farm on the outskirts of Efrat, which would lead the settlement to exceeds its current limits and extend it northeast toward the city of Bethlehem, the refugee camp of Dheisheh, and the village of al-Khader. 

Israeli radio broadcasted on Monday that the Israeli government and settlers had reached an understanding to remove two out of ten buildings in the outpost of Ramat Gilad.

National Union MK Michael Ben-Ari called the decision a “surrender” to the left wing, and Peace Now director Yariv Oppenheimer called it “giving in” to the right-wing settlers and the disappearance of the two-state solution.

Israeli authorities have stepped up unlawful demolitions in the West Bank including East Jerusalem over the past year, displacing a record number of Palestinian families from their homes, an international coalition of 20 leading aid agencies and human rights groups said today.

The statement comes as the Middle East Quartet meets in Jerusalem in its latest effort to revive peace talks.

The sharp rise in demolitions in 2011 has been accompanied by accelerated expansion of Israeli settlements and an escalation of violence perpetrated by settlers, the groups said.

The humanitarian and human rights groups, including Amnesty International, Human Rights Watch, and Oxfam International, are calling for the Quartet to hold all parties to the conflict to their international law obligations. The Quartet must, therefore, press the Israeli government to immediately reverse its settlement policies and freeze all demolitions that violate international law.

“The increasing rate of settlement expansion and house demolitions is pushing Palestinians to the brink, destroying their livelihoods and prospects for a just and durable peace. There is a growing disconnect between the Quartet talks and the situation on the ground. The Quartet needs to radically revise its approach and show that it can make a real difference to the lives of Palestinians and Israelis.” said Jeremy Hobbs, Executive Director, Oxfam International.

The evidence of rapidly deteriorating situation on the ground includes:

• Doubling the number of people displaced by demolitions: Since the beginning of the year more than 500 Palestinian homes, wells, rainwater harvesting cisterns, and other essential structures have been destroyed in the West Bank including East Jerusalem, displacing more than 1,000 Palestinians, UN figures show. This is more than double the number of people displaced over the same period in 2010, and the highest figure since at least 2005. More than half of those displaced have been children for whom the loss of their home is particularly devastating.
• Accelerating settlement expansion: Plans for around 4,000 new settler housing units have been approved in East Jerusalem over the past 12 months - the highest number since at least 2006, according to Peace Now. In November, moreover, Israel announced plans to speed up construction of 2,000 new units in the West Bank including East Jerusalem.
• Sharp increase in settler violence: violent attacks by settlers against Palestinians have escalated by over 50% in 2011 compared to 2010, and by over 160% compared to 2009, the UN reports. 2011 has seen by far the most settler violence since at least 2005. Settlers have also destroyed or damaged nearly 10,000 Palestinian olive and other trees during this year, undermining the livelihoods of hundreds of families. The perpetrators act with virtual impunity, with over 90% of complaints of settler violence closed by the Israeli police without indictment in 2005-2010.
• Impending threat of forced displacement of Bedouin: Up to 2,300 Bedouin living in the Jerusalem periphery could be forcibly and unlawfully relocated if Israeli authorities follow through with their reported plans in 2012, which would destroy their livelihoods and threaten their traditional way of life. Rural communities in the Jordan Valley are also facing the prospect of further demolitions as settlements continue to expand.

“The Quartet should call ongoing settlement expansion and house demolitions what they are: violations of international humanitarian law that Israel should stop,” said Sarah Leah Whitson, Middle East director at Human Rights Watch.

“Israel’s escalating violations show the fundamental failure of the Quartet’s approach. It’s time for the Quartet to understand that they cannot contribute to achieving a just and durable solution to the conflict without first ensuring respect for international law,” said Phillip Luther, Middle East and North Africa Interim Programme Director, Amnesty International.

Army Bombards, Sheep, Chicken Farm In Beit Hanoun

Israeli soldiers fired, On Saturday, artillery shells targeting a chicken and sheep farm in Beit Hanoun, in the northern part of the Gaza Strip, dozens of livestock died in the attack; excessive damage was reported.

The Maan New Agency reported that the shelling targeted the farm of resident Ramadan Abu Ghazala, located east of Beit Hanoun. The shelling led to no human casualties.

The attack is the latest in Israeli recent military escalation against the Gaza Strip.

On Saturday, the Israeli Air Force bombarded a training center that belongs to the Al-Qassam Brigades, the armed wing of the Hamas movement, west of Rafah, in the southern part of the Gaza Strip.

Four Palestinians, including a father and his child, were killed and more than twenty residents were injured, since Thursday at noon, as the Israeli army carried out several air strikes targeting Gaza.

Palestinian resistance groups retaliated by firing more than 16 homemade shells and mortars into Israeli settlements adjacent to the Gaza Strip.

Israeli forces destroy stone-cutting facility in Qalqiliya

QALQILIYA (Ma’an) -- Israeli forces on Monday demolished a manufacturing facility used to cut stone in Qalqiliya.

Witnesses told Ma'an that various military vehicles and bulldozers arrived at the village of Azzun and destroyed the structure, claiming that it was unlicensed.

Hussain Ghannam, the owner of the stone-cutting plant, said that the structure is located in Area C and has been there since 2008. The manufacturing facility was the source of income for eight families, he told Ma'an.

The Israeli civil administration had asked Ghannam to produce a title deed for the property and he was working with lawyers to have one issued.

The decision to destroy his property was completely unexpected, he said.

Area C covers 60 percent of the West Bank with a Palestinian population of about 150,000.

Israel retains military authority and full control over building and planning in Area C: as much as 70 percent of it is inaccessible to Palestinians, classified as Israeli settlement areas, firing zones, or nature reserves.

From 2000 to 2007, the Civil Administration approved just 5 percent of the applications for building permits submitted by Palestinians in Area C.

A wave of demolitions as Israel targets the Jordan Valley – in pictures

This morning at 7am the Israeli army entered the village of El Beida in the northern Jordan Valley with  10 military jeeps and one bulldozer. Israeli military proceeded towards Abu Tarek Fracka’s land where he houses a honey farm on the land where his father’s house once stood.

The bee farm was shared by 50 families. Previous harvest has been known to produce 900 kilos of honey with recent prices of honey, yielding 60-100 NIS per kilo. Abu Tarek is in possession of paper work permitting him to build on this land and also forbidding demolishment. Time was not granted to him to produce this paperwork, nor was a demolition notice given to him prior, as the military rushed to unjustly destroy Abu Tarek’s property, the first time he and his family experienced a demolition.

At 9:00 AM in the village of El Himma, Hassan Ahmad had the barracks of his sheep demolished. The barracks held 200 sheep. There was no prior warning of the demolition given to the family. Back in 2008 the family received orders to stop building on the land. This order was abided by with no recent additions made. The family has rented the land for 6 years from Palestinians. In the past week Israel has demolished three animal barracks within this area, accruing damages costing in excess of 15,000 NIS.

In Al Farisiya, of the Northern Jordan valley, at 9:00 AM soldiers entered the land of Ali Zuhed. No communication was made with the family; instead, the bulldozer went straight to work tearing down the barracks of the sheep. An order was also given to dismantle the remaining animal barracks within hours. The soldiers stated that if these barracks are still standing when they return they would demolish the rest of their properties including their home.
